Fleur Shakespeare

Operations Manager

Fleur plays a central role in project management and operations at the Centre for Disaster Protection. She currently serves as Operations Manager, having previously worked as Project Manager across the Sahel programme, the Evidence function and the Advisory & Training function. She leads on the development of central processes and policies, as well as supporting the financing, procurement, contracting and overall project delivery.

Fleur has worked across technical specialisms including climate, social protection, disaster risk financing and resilience. As well as making sure things get done, she takes a proactive approach to bridging the relationship between the Centre and DAI, the Centre’s managing agent. Fleur is part of DAI's Evidence, Learning, and Technical Assistance Facility (ELTAF) team and facilitates cross-team knowledge sharing and learning.

Prior to her role at the Centre, Fleur built her experience in project management, working closely with a range of leading public sector organisations, from NHS governing bodies, County Councils, and the Armed Forces. She specialised in recruitment and procurement, particularly within Social Care and Special Educational Needs. Seeking to broaden her operational and sectoral experience, she completed a Master’s in Humanitarian Engineering with Management before transitioning into the development sector.

Beyond her professional life, Fleur strives to live sustainably and enjoys exploring and hiking the UK’s Areas of Outstanding Natural Beauty. She is also a force to be reckoned with on the rugby field.
